The Annual District Leadership Conference is a strategic opportunity for EFCA Texas-Oklahoma District churches to connect with one another and unite around our mission. Our goal is to come alongside church leaders by providing worship, speakers, and breakout sessions that will inspire, equip, and encourage all who attend.

Colin Smith, President of Open the Bible
Our main speaker will be Colin Smith, President and Founder of Open the Bible and Pastor Emeritus of The Orchard Evangelical Free Church in the northwest suburbs of Chicago. Colin is the author of several books and can be heard daily on the radio broadcast, Open the Bible. He is married to Karen, and they have two married sons and five granddaughters.
Drawing from the life of Elisha, Colin will speak to us in the first main session about our “Ministry Expectations” as church leaders from 2 Kings 4:8-37. In the second session, he will offer us some “Ministry Wisdom and Warnings” from 2 Kings 5:1-27. And in the closing session, he will provide some much-needed “Ministry Encouragements” from 2 Kings 6:8-23.

How Margin in the Pastor’s Life Can Lead to Multiplication in Ministry
When considering church growth or ministry advancement strategies we don’t think of slowing down, abiding, praying, taking sabbath, and building in margin. Practices of margin or rest are not merely significant for spiritual formation but are also essential for effective ministry leadership and ministry multiplication. In this session, we will unpack the biblical principles and practices for margin, their relationship with ministry multiplication, along with discussing strategic practices of margin that directly assist ministry leaders in multiplying disciples, leaders, and churches.
Presenter Bio: Scott Barber is the Director of Pastoral Theology & Care for the EFCA. Domains of his role includes Pastoral Resilience and Care, Recovery Churches, Pastor Placement, and Chaplain Ministries for the EFCA. Scott also serves on EFCA Board of Ministerial Standing (BOMS). He, his wife, Jane, and two boys live in Cottage Grove, MN. Prior to being called to national ministry, Scott served as a Licensed Professional Counselor (LPC) in Nebraska for 3 years and then served as Lead Pastor at Grace Community Church (EFC) in Worthington, MN for nearly 14 years. Scott is an active guy who enjoys being in the outdoors with his family, roasting coffee, making salsa and hot sauce, smoking tasty meats, and watching college football (Go Big Red and Roll Tide).

Artificial Intelligence (AI) is here. How do ministry leaders understand this technology through a biblical lens? This session provides a balanced look at the use of AI in the Church, focusing on its role as a tool to enhance, not replace, ministry work. We will look at the biblical and ethical framework for AI usage, offer some practical tools to enhance your work and ministry, and try a few live demonstrations to evaluate the capabilities of AI.
Presenter Bio: Dr. Craig Curtis is the Director of Church Multiplication for the District and the Executive Pastor of Stone Oak Bible Church. He also serves as an Adjunct Faculty member at The Baptist University of the Americas in San Antonio, Texas. Craig holds a Master of Arts in Christian Education and a Doctor of Educational Ministries from Dallas Theological Seminary. Craig has helped plant the church where he now serves, as well as two daughter churches.

Bio: Blaine Hooper loves his wife Anna, their three children, Micah, William, and Emilia, the city of Houston, and every kind of Middle Eastern food. He is a combat-wounded veteran and retired US Army officer, a graduate of Rice University and Dallas Theological Seminary, and is always finding a reason to head to Africa. His life’s work is knowing Christ and helping others to make His love known. He serves as the planting pastor of Refuge Church.

Purposeful Community Engagement
How can intentional community outreach open doors for meaningful evangelism? In this session, we’ll share some best practices and lessons learned from engaging our local community. You’ll hear stories of what God is doing in north Tulsa, and we hope to share practical ideas to help your church reach and serve people in ways that fit your unique context.
Bios: Avarice (pronounced uh-‘var-es) sensed a call to ministry at a young age, leading him to Oklahoma to pursue higher education and develop a deep love for the local church. After marrying his wife, Elizabeth, they chose to remain in Oklahoma to continue serving the church they attended as college students. God has provided Avarice with diverse ministry experiences in local church, church plant, and parachurch contexts. He is licensed with the EFCA and currently serves as Executive Pastor at Crossover Bible Church in Tulsa, OK. Avarice enjoys jazz, board games, traveling with his wife, and listening to podcasts while riding his bike on a beautiful day. His greatest desire is to glorify God and shepherd God’s people with passion and joy.
Justin Pickard is co-founder and Executive Director of Crossover Community Impact (CCI), a Christian non-profit community development corporation that works in the Hawthorne Neighborhood (36th St. N. and Peoria) in north Tulsa. Justin and his wife, Leah, have four children and have lived in north Tulsa since 2008. Justin received his Bachelor’s degree from the University of Tulsa, his Master’s in Urban Planning (focusing on housing and community development) from Harvard University, and his MTh from Union School of Theology (in the UK).

Using Small Groups to Equip Disciples who Make Disciples
Paul tells the Ephesian church that Jesus gave shepherds and teachers to equip the saints for the work of ministry, [and] for building up the body of Christ. Here, we look at how the pastors and staff can accomplish the work of equipping disciples of Christ through the means of small groups to go and do the work of ministry for the advancement of God’s kingdom.
Bio: Travis Hill is originally from Sand Springs, Oklahoma, a small town just west of Tulsa. He earned a B.B.A. in Energy Management from the University of Oklahoma and recently completed a Master of Divinity at The Southern Baptist Theological Seminary in December 2025.
Travis began his partnership with Grace Bible Church (GBC) in Houston, Texas, in 2014, joined as full-time vocational staff in 2019, and has now served for nearly seven years as the Small Groups Pastor. His ministry centers on equipping the saints of God at GBC for discipleship, shepherding leaders, and cultivating meaningful life together within the local church. Prior to entering vocational ministry, he worked in the energy sector as a Staff Landman for Southwestern Energy Company in The Woodlands, Texas.
Travis is married to his wife, Bailey, and together they are raising their two sons, Shepherd (23 mo.) and Graham (6 mo.).

Históricamente, la concepción de la verdad en la sociedad ha pasado de estar fundamentada en las Escrituras y la Iglesia a ser vista como subjetiva, incierta o incluso inexistente.
El posmodernismo rechaza la verdad absoluta, la autoridad tradicional y las afirmaciones religiosas exclusivas. La verdad y la moralidad se consideran personales y fluidas, no fijas.
